Illegal immigration is a federal problem?

I ask because cities are densely populated states like New York, New York and California have a large budget deficit. If the federal government does not work to secure our borders, increasing the burden on the city and state budgets to provide services to illegal immigrants and their families, then should not the federal government reimburses states overcrowded cities and the costs of immigration illegal? It is a pity that this question has never been put in place during the discussions, but I think it is relevant. While you're right that the government is responsible for federal immigration law and border control, state and local governments are responsible for implementing a multitude of laws that could easily reduce the number of illegal immigrants in their cities. Who is responsible for enforcing the use of the building / zoning? Local governments. Security? Medicaid / Medicare benefits? Why offenders of impaired driving that are known to be illegal in the country be deported? That not all fall to the federal government. Many state and local governments around the eyes.
